
President signed law on new public procurement procedures 24.06.2026 12:45 Ukrinform President Volodymyr Zelenskyy has signed the Law “On Public Procurement,” which involves a comprehensive update of the public procurement system, taking into account European standards and the requirements for integration into the European Union.
This was reported by Ukrinform, with reference to the document’s card on the parliament’s website.
The law is also part of agreements with the World Bank and will enable the unblocking of $3.5 billion in financial support for Ukraine.
According to the Explanatory Note, the law is intended to be an effective instrument for saving budgetary resources, strengthening the trust of international partners, and increasing the efficiency of state fund utilization. The document will also contribute to strengthening Ukraine’s position in accession negotiations with the European Union.
Its provisions are primarily aimed at forming a modern, transparent, competitive, and efficient public procurement system that meets the state’s needs during martial law, the post-war recovery of Ukraine, as well as the international obligations of our country.
According to clarifications from the Ministry of Economy, Environment, and Agriculture, the new rules will regulate the mechanism for dividing large procurements into lots, which will prevent major players from monopolizing orders and open access to large-scale tenders for small regional companies.
Furthermore, businesses will for the first time have the opportunity to submit alternative tender proposals, offering their own technologically superior or more cost-effective solutions. The document also standardizes relations with subcontractors and modernizes the use of framework agreements and dynamic procurement systems, allowing companies to plan their work in advance without constantly gathering documents from scratch.
In addition to supporting the domestic market, the document is of key importance for Ukraine’s European integration, as it is aimed at implementing Directive 2014/24/EU.
As Ukrinform reported, on May 27, the Verkhovna Rada adopted the law “On Public Procurement,” which involves a comprehensive update of the public procurement system, taking into account European standards and the requirements for integration into the European Union.
